Mammoth Upgrade Fails on Step 7 with "Command Install Oozie ShareLib is not currently available for execution."

Symptoms

Step 7 of Mammoth upgrade fails with when upgrading Oozie. The failure looks like:

Additional symptoms show:
1. All Recent Commands shows the upgrade failure is at:
Execute command Install Oozie SharedLib on service oozie
Command Install Oozie ShareLib is not currently available for execution.
Command Install Oozie ShareLib is not currently available for execution.
2. In Cloudera Manager(CM) the oozie service is stopped.
3. Navigating in CM: oozie > Actions > shows that "Install Oozie ShareLib" is grayed out. Therefore it is not possible to execute that action.
4. The oozie directory on the node with Oozie role, Node 4 by default, is fine:
