Mammoth Upgrade Fails on Step 7 with "Command Install Oozie ShareLib is not currently available for execution." (Doc ID 2308076.1)

Step 7 of Mammoth upgrade fails with when upgrading Oozie.  The failure looks like:

Error [16682]: (//[main]/Hadoop::Installcdhparcel/Exec[deployparcel]/returns)
change from notrun to 0 failed: /opt/oracle/BDAMammoth/bdaconfig/tmp/ &>
/opt/oracle/BDAMammoth/bdaconfig/tmp/deployparcel_1505149850.out returned 1 instead of one of [0]

Additional symptoms show:

1. All Recent Commands shows the upgrade failure is at:

Execute command Install Oozie SharedLib on service oozie
Command Install Oozie ShareLib is not currently available for execution.

2. In Cloudera Manager(CM) the oozie service is stopped.

3. Navigating in CM: oozie > Actions > shows that "Install Oozie ShareLib" is grayed out. Therefore it is not possible to execute that action.

4. The oozie directory on the node with Oozie role, Node 4 by default, is fine:
