Client gets -30061 (RDB not found) connecting to Oracle through DP4DRDA (Doc ID 2309051.1)

Symptoms

Not able to connect to Oracle DB after installing 12.1.0.2 "Oracle Database Provider for DRDA" (DP4DRDA). 

Client gets the following error :

DSNT408I SQLCODE = -30061, ERROR: RDB NOT FOUND
DSNT233I -DBU1 UNSUCCESSFUL BIND FOR
  PACKAGE = PACK00.DSNESPCS.DSNESM68.(UK92200)

Connection is from DB2 v10 on z/OS through 12.1 "Oracle Database Provider for DRDA" (DP4DRDA) running on Solaris SPARC v10,
to Oracle 12c Database.
