Opening TDE Keystore With CONTAINER=ALL Does Not Open Keystore In PDB(s) (Doc ID 2312242.1)

Goal

When the multitenant DB is in Open status, 'AKM set keystore open identified by "***" container = ALL ' command opens the TDE wallet of CDB and all PDBs.

But when the multitenant DB is in mount status, 'AKM set keystore open identified by "***" container = ALL ' command opens the TDE wallet of CDB only. TDE wallet of PDBs are not opened by this command.

Is this expected behavior?
