ORA-65010: maximum number of pluggable databases created

If MAX_PDBS=1, and a PDB is created and dropped, then it is not possible to recreate this PDB unless MAX_PDBS parameter is increased to 2. It is because the recreated PDB gets con_id=4 and not con_id=3.
