12c: Enabling Database Vault Causes Connections To Hang While Executing SQL With CURSOR_SHARING_EXACT Hint (Doc ID 2324944.1)

Symptoms

After upgrading to 12c, and enabling Database Vault, sessions are seen to hang sporadically, including bequeath connections as SYSDBA.
The following SQL is observed taking a very long time (5 minutes) to execute:

Disabling Database Vault rectifies the issue.

Changes

Upgraded to 12c and enabled Database Vault.
