ORA-1017 Invalid Username / Password When Query From DBlink After Upgrading To 220.127.116.11

After upgrading to 22.214.171.124, export/import dblink from prior version to 126.96.36.199, query using the dblink reports:
The username in dblink 'connect to' clause is in lowercase, but this username in target DB is defined in uppercase.
CREATE DATABASE LINK "TEST"
CONNECT TO "testuser" IDENTIFIED BY VALUES ':1'
In the target DB specified by TESTTNS, the user is defined as TESTUSER in uppercase.
