ORA-1017 Invalid Username / Password When Query From DBlink After Upgrading To 11.2.0.4 (Doc ID 2325187.1)

Symptoms

After upgrading to 11.2.0.4, export/import dblink from prior version to 11.2.0.4,  query using the dblink reports:

 

The username in dblink 'connect to' clause is in lowercase, but this username in target DB is defined in uppercase.

e.g.

CREATE DATABASE LINK "TEST"
CONNECT TO "testuser" IDENTIFIED BY VALUES ':1'
USING 'TESTTNS';

In the target DB specified by TESTTNS, the user is defined as TESTUSER in uppercase.
