Goal
Registration from a remote instance is failing to a newly created 12c CMAN.
Tracing LREG process shows the registration is being attempted but reporting a 12537 in the LREG traces.

The Remote registration will yield
nse[0]=12537, nse[1]=12560, nte[0]=507, nte[1]=0, nte[2]=0
