RDBPROD: Seconds Value Incremented When Storing Value Into DATE_VMS Column For Some Rows

Oracle JDBC for Rdb 7.3.5
When storing a value into a DATE_VMS column, the seconds value is incremented by 1 for many rows.
In the test case, data was copied from table ORIGINAL_TABLE to table JDBC_TARGET.
