Symptoms

Customer applied patches 25632533 (WINDOWS DB BUNDLE PATCH 12.1.0.2.170418) and 25590993 (WINDOWS ORACLE JAVAVM COMPONENT BUNDLE PATCH 12.1.0.2.170418) , and afterwards SSL connections no longer worked.

To fix the SSL connections to the database, I had to remove SSL_RSA_WITH_AES_256_GCM_SHA384 from the parameter SSL_CIPHER_SUITES.
