High CPU Usage of cman's listener process (Doc ID 2329048.1)

When running TNS Listener in cman's home, the usage of cpu is increased higher than 80% for a period of time.

After this is caused, pstack for TNS Listener shows the hang at ons_cond_timedwait_sec():
