When utilizing a PDB Service for DBFS (referenced in the mount-dbfs.conf), DBFS Fails to Start if Service is OFFLINE prior to starting the DBFS Resource. If the DB is a RAC One Database, this can result in the DB migrating to another server in the cluster as well as DBFS failing to start.
