Symptoms

Executing the procedure dbms_xmlschema.registerschema with an https URL as value for the parameter "schemaurl" raises errors:

ora-31154: invalid XML document
ora-19202: error occurred in XML processing (lpx-00202: could not open "https..." (error 2)).
