ORA-12514 with DBLink use when connecting using tnsnames and the listener

Symptoms
When using a DBLink, you may find you are getting an ORA-12514 error:
SQL> select count * from dual@roytest.oracle.com;
select count * from dual@roytest.oracle.com
*
ERROR at line 1:
ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
This is occurring despite checking the SERVICE_NAME in the origin's tnsnames.ora file, matches the Service in the Target's listener services summary.
