Connecting As sysdba Using orapwd File Fails And Querying The File Gives ORA-27037 (Doc ID 2341097.1)

Oracle Solaris on SPARC (64-bit)

Symptoms

Trying to connect user sys as sysdba fails.  This problem may have started after upgrading a RAC database to 12.2.0.1.

oracle user has the correct membership of the groups from file $ORACLE_HOME/rs/lib/config.[cs]

Oracle binary on has the correct permissions.

There is no password file on ASM for this database

Querying the gv$pwfile_users table fails with ORA-27037:
