Drop Table not in Dictionary

Goal

InnoDB tablespaces should not be moved or deleted at the OS level, but sometimes it happens.  If the underlying .frm and .ibd files for a table are removed from the filesystem, the data dictionary will be out of sync with the data on disk.  

This can lead to a situation in which the table can neither be dropped nor recreated.
