Symptoms

The DBA_FEATURE_USAGE_STATISTICS is showing empty on 12c Standard Edition2 database. The software freshly installed and database created with the DBCA and TYPICAL configuration.

Although the database was created many days ago but DBA-FEATURE_USAGE_STATISTICS is still empty.
It can be verified from the date seeing in col LAST_SAMPLE_DATE with the installation date.
