Symptoms

In Windows when opened new terminal first time sqlplus / as sysdba is taking more time, and next time it is connecting fast.
First time sqlplus / as sysdba it took 15 to 20 seconds in the same terminal when exit sql prompt and reconnect using sqlplus / as sysdba it took only 1 second.
