Symptoms
sqlplus startup of the database fails due to the below error
ORA-39510: CRS error performing start on instance 'instance_name' on 'DB_name'
CRS-2800: Cannot start resource 'ora.<DGNAME1>.dg' as it is already in the INTERMEDIATE state on server '<hostname1>'
CRS-0223: Resource 'ora.db_name.db' has placement error.
