When you use the Database Configuration Assistant to create a database, Oracle automatically creates the data dictionary. But while creating the database manually using CREATE DATABASE statement, you have to execute the scripts to create the data dictionary. This document lists the mandatory and the optional scripts which can be executed in your database, post creation.
