Starting The Database Using srvctl Fails With PRCR-1013 (Doc ID 2344242.1)

Symptoms

Trying to start the database using srvctl fails, but the same database can be started using sqlplus

srvctl start instance -d RACDB -i RACDB1

PRCR-1013 : Failed to start resource ora.racdb.db
PRCR-1064 : Failed to start resource ora.racdb.db on node node1
CRS-2680: Clean of 'ora.racdb.db' on 'node1' failed
CRS-5802: Unable to start the agent process

 

 The database becomes unknown state.

crsctl status res -t
ora.racdb.db
1 ONLINE UNKNOWN node1 STABLE
