Extproc process locking TCP port which prevents Listener start up

Symptoms
The TNS Listener service was not starting up as another service / process (extproc) was not releasing the port 1521 at OS level.
However, the extproc address in the listener and tnsnames shows IPC is being used.
After killing the ExtProc processes from the task manager the listener was able to start.
