Public Synonyms To Some LBACSYS Objects Incorrect (Doc ID 2350010.1)

Symptoms

After upgrade from 11.2.0.4 to 12.1.0.2, several public synonyms to LBACSYS objects are incorrect

SA_AUDIT_ADMIN incorrectly points to LBACSYS.LBAC_AUDIT_ADMIN
SA_LABEL_ADMIN incorrectly points to LBACSYS.LBAC_LABEL_ADMIN
SA_POLICY_ADMIN incorrectly points to LBACSYS.LBAC_POLICY_ADMIN
TAGSEQ_TO_CHAR incorrectly points to LBACSYS.NUMERIC_LABEL_TAGSEQ_TO_CHAR

Issue is traced to PUBLIC synonym creation in $ORACLE_HOME/rdbms/admin/prvtolsdd.plb where PUBLIC synonyms created with CREATE SYNONYM syntax instead of CREATE OR REPLACE SYNONYM syntax.
