Symptoms
Performance issue for Audit Vault Streams replication: cannot keep up with the changes from source database because it is limited by flow control (event: REPL Capture/Apply: flow control)

Changes
Increasing streams_pool_size, SGA for Capture and Apply components (by setting _SGA_SIZE) or increasing parallelism did not help.
Also tried using PARALLELISM=1 to get rid of the enq: TM contention event of background processes at the target site, but this did not help with the flow control.
