Symptoms

On : 12.2.0.1 version, RDBMS

Unable to create a CDB with Oracle 12.2.1.0.171017 on windows with below error:

This is a new installation (winx64_12201_database.zip) with OPatch 12.2.0.1.11 and WINDOWS DB BUNDLE PATCH 12.2.0.1.171130(64bit): 27002286.

No DB is created using 12.2 Binaries as they are newly installed binaries in this Windows Server
