DBMS_LOB.FILEOPEN Returns ORA-22288 When Using A Directory Pointing To '/'

Oracle 126.96.36.199 EE application package uses DBMS_LOB.LOADCLOBFROMFILE. Upgraded database from 188.8.131.52 to 184.108.40.206, and now this package is failing on ORA-22288 during DBMS_LOB.FILEOPEN.
It uses a directory named ROOT pointing to "/", and this has worked fine until the upgrade. This issue is only occurring with the directory in "/".
The package is failing with ORA-22288 during DBMS_LOB.FILEOPEN only in database version 220.127.116.11 and the same package worked fine in 11g version database.
Database upgraded from 18.104.22.168 to 22.214.171.124
