Symptoms

Unable to connect to the 10.3 Mobile Server using Internet Explorer 11 after configuring the Mobile Server for use with SSL.  Internet Explorer fails to connect with the message: "The Page Cannot Be Displayed" while connecting with Google Chrome works fine.

Changes

 Configured the Mobile Server to use SSL
