DST Timezone Upgrade Failed with ORA-38301

Symptoms
Database Upgraded from 11.2.0.4 to 12.2.0.1. Encountered issue while upgrading the DST Timezone. Scripts from Doc#1585343.1 are used to upgrade timezone and it failed with the below error.
After disabling the DDL triggers, and disabled recyclebin, it also failed
