Symptoms
After running a Create Controlfile with the 'Set Database' option, the open returns error:
SYS@TEST> alter database open resetlogs;
alter database open resetlogs

ERROR at line 1:
ORA-01092: ORACLE instance terminated. Disconnection forced
ORA-65088: database open should be retried
