Can Oracle Spatial Routing Engine be used by .NET Applications? (Doc ID 2366738.1)

Q1: Our databases are all licensed on Oracle Spatial, so I assume we can use all standard and advanced spatial features, including the database network and routing, in Oracle databases.

How about the Spatial routing engine? Is a license needed for the Spatial routing engine? I know you can deploy the routing engine in an Oracle Weblogic Server, Oracle Application Server, or standalone Oracle Application Server Containers for J2EE (OC4J). Are there any costs on configuring the routing engine?
Q2: All of our GIS applications are developed using the Microsoft .NET.

Can the Oracle Routing Engine can be used by .NET applications or it's used by Java applications only?
