12c Installation fails with relinking error ‘links proc gen_pcscfg procob rtsora’ (Doc ID 2367750.1)

Symptoms

1) Installation of Oracle 12.2.0.1 on IBM AIX on POWER Systems (64-bit) fails during linking phase as seen below:
