Some Rows Are Missing In $K Table After Manual Sync Of Index With SMALL_R_ROW Enabled

Symptoms
After synchronizing Oracle Text indexes, dr$pending and dr$waiting are empty, however, not all rows are in the $K table.
If some of the missing rows are updated, not all of them appear in dr$pending / dr$waiting. The rows are stuck in the $U table.
Additional syncing does not change the situation and rowids are stuck in $U forever preventing the part of new rows to be indexed.
