Redo transport on Windows getting ORA-12523

Symptoms

Alert log messages from the Physical standby database  on Windows
Error 12523 connecting to destination LOG_ARCHIVE_DEST_2 standby host 'PRD_DR'
sqlnet error stack also shows
TNS-12564: TNS:connection refused
for TNS error


Fatal NI connect error 12523, connecting to:
(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=SXXXXX.XXX.XXX)(PORT=1521))(CONNECT_DATA=(SERVER=DEDICATED)(SERVICE_NAME=PRD.ORG)(CID=(PROGRAM=d:\oracle\product\11.2.0.3\db_1\bin\ORACLE.EXE)(HOST=PXXXXX)(USER=ora))))

 VERSION INFORMATION:

Tnsping to the standby PRD_DR successful
Connect to the primary from the standby  sqlplus sys/pwd@PRD as sysdba successful.
Connect to the standby from the standby server sqlplus sys/pwd@PRD_DR as sysdba successful.

Connect from the primary to the standby sqlplus sys/pwd@PRD_DR as sysdba

results in error
ORA-12523: TNS:listener could not find instance appropriate for the client

Changes

 Primary server was rebooted and this has not worked since.
