Error "Connection to node manager could not be established" and "System error 5 has occurred, Access is denied" while Executing searchctl Commands (Doc ID 2371499.1)

While running searchctl startll command(or any other searchctl command) it fails with the below error :

System error 5 has occurred.
Access is denied.
Error while executing action: "startall"
Connection to node manager could not be established

Complete error stack is as below:

Issue can be reproduced with the following steps:
1. Install SES using option 1.
2. Open command prompt as normal (not Administrator) user.
3. Run any searchctl commands
Command fails with the mentioned errors.
