Error "Connection to node manager could not be established" and "System error 5 has occurred, Access is denied" while Executing searchctl Commands

Information in this document applies to any platform.
While running searchctl startll command(or any other searchctl command) it fails with the below error :
System error 5 has occurred. Access is denied. Error while executing action: "startall" Connection to node manager could not be established
Complete error stack is as below:
Issue can be reproduced with the following steps:
1. Install SES using option 1.
2. Open command prompt as normal (not Administrator) user.
3. Run any searchctl comamnds
Command fails with the mentioned errors.
