JVM Permission Issue After Applying Oct OJVM PSU or Release Update on Oracle Database (Doc ID 2371942.1)

Symptoms

After applying the Oct OJVM PSU or Release Update on Oracle database, custom JAVA code fails with below exception. But issue does not occur with Combo Of Oct DB PSU + OJVM PSU or Release Update.

Changes

Database is updated with Oct OJVM PSU(11.2.0.4.171017 or 12.1.0.2.170117) or Release Update(12.2.0.1.171017).
