After Restart With SRVCTL Capture Aborts With ORA-00942 (Doc ID 2372402.1)

In 12.2, when restarting the database via srvctl the capture process upon restart will fail with an ORA-942:

Streams CAPTURE CP01 for STREAMS_CAPTURE with pid=101, OS id=37646 stopped
Errors in file /oracle/diag/rdbms/orcl/orcl2/trace/orcl2_cp01_37646.trc:
ORA-00942: table or view does not exist


Process will autostart normally if the database is restarted by SQL*Plus and also can be started manually after the database is restarted via SRVCTL
