Goal
CDB is built on 12c, and with NLS_DATE_FORMAT set to DD-MON-RR.
After migrating a database from 10G which has DD-MON-YYYY, application/users are getting lots of errors since CDB NLS_DATE_FORMAT is DD-MON-RR.
