INACTIVE_ACCOUNT_TIME Doesn't Work After DB Restart (Doc ID 2373950.1)

Symptoms

Create a user with a profile with INACTIVE_ACCOUNT_TIME=15 days , and then shutdown database.

And startup database after 15 days , this user isn't automatically locked.
