datapatch on Windows, fails with errors :'ORA-20001',' KUP-04004' due to multiple cmd.exe process . (Doc ID 2376153.1)

Symptoms

datapatch fails with error:

Queryable inventory could not determine the current opatch status.
Execute 'select dbms_sqlpatch.verify_queryable_inventory from dual'
and/or check the invocation log

 

SQL> select dbms_sqlpatch.verify_queryable_inventory from dual;

VERIFY_QUERYABLE_INVENTORY
--------------------------------------------------------------------------------
ORA-20001: Latest xml inventory is not loaded into table

 

Querying the opatch_xml_inv from the database, it is failing with below error:

SQL>select * from OPATCH_XML_INV;
ERROR:
ORA-29913: error in executing ODCIEXTTABLEFETCH callout
ORA-29400: data cartridge error
KUP-04004: error while reading file %Oracle_home%\QOpatch\qopiprep.bat

The qopatch.log file under %ORACLE_HOME%\QOpatch\ contains multiple errors entries like below:
KUP-04004: error while reading file D:\Oracle\QOpatch\qopiprep.bat
KUP-04017: OS message: The operation completed successfully.
KUP-04017: OS message: Argument(s) Error... Cannot use file
"%Oracle_home%\QOpatch\xml_file.xml" to generate XML output.
KUP-04118: operation "read_pipe", location "skudmir"
