DBMS REDEFINITION Fails With 'ORA-12018: following error encountered during code generation' And 'ORA-00942: table or view does not exist'

Symptoms

DBMS REDEFINITION fails with the following error:

SQL> exec dbms_redefinition.start_redef_table(uname=>'<schema_name>', orig_table=>'<table_name>', int_table=>'<interim_table_name>');

ORA-12018: following error encountered during code generation for "<schema_name>"."<interim_table_name>"
ORA-00942: table or view does not exist

It fails even on the newly created table.
