Symptoms

GI (Grid Infrastructure) startup fails to start haip

The ohasd root agent trace file shows the bpf error message similar to the following:
2018-03-10 16:00:32.945891 : USRTHRD:3602: {0:9:3} (null) category: -2, operation: ioctl, loc: bpfopen:22,o, OS error: 22, other: ARP device /dev/bpf0, interface en1, BIOCSBLEN request with size 4096

All variation of the BPF device messages are applicable.
