Conflicting information
~~~~~~~~~~~~~~~~~
a) It's specified as milliseconds in the JavaNet docs:
https://docs.oracle.com/en/database/oracle/oracle-database/12.2/jjdbc/application-continuity.html#GUID-9298BB8C-0E93-44BF-BA26-A615940C0C84
"Starting from Oracle Database 12c Release 2 (12.2.0.1), you must specify the value of the TRANSPORT_CONNECT_TIMEOUT parameter in milliseconds, instead of seconds"
b) However, specified as seconds in the SQLNet docs:
https://docs.oracle.com/en/database/oracle/oracle-database/12.2/netrf/local-naming-parameters-in-tnsnames-ora-file.html#GUID-0CE85944-98CE-4984-8B5D-A7942B30F446
Purpose
