12.2 DataPump Import (IMPDP) Fails With 'ORA-06555: this name is currently reserved for use by user SYS' (Doc ID 2382695.1)

Symptoms

DataPump import (impdp) is failing with below errors during the compile phase:

ORA-39083: Object type ALTER_FUNCTION failed to create with error:
ORA-06555: this name is currently reserved for use by user SYS

ORA-39083: Object type ALTER_PROCEDURE " failed to create with error:
ORA-04045: errors during recompilation/revalidation of CCL.
ORA-06555: this name is currently reserved for use by user SYS

Same errors are seen outside the DataPump job as well.
In 12.2, the error ORA-06555 is seen when compiling a PLSQL unit which depends on object with name STANDARD. Same compilation was running fine prior 12.2.

The error can be reproducible at will by running:

 

Changes

 Database upgrade to 12.2.
