ORA-12561 with SSL connectivity attempt from AWS client (Doc ID 2383086.1)

Symptoms

When attempting to connect from a remote (AWS) Client to an Oracle Database using SSL / TLS the connection fails:
[errType=ERROR_RESPONSE, status=1022307, errMessage=ORA-12561: TNS:unknown error OCI error., errDetails=]

Local connections to the same Database using the same SSL configuration works.
