ORA-12561 with SSL connectivity attempt from non-Oracle client

Information in this document applies to any platform.
1. When attempting to connect from a remote (AWS) Client to an Oracle Database using SSL / TLS the connection fails:
[errType=ERROR_RESPONSE, status=1022307, errMessage=ORA-12561: TNS:unknown error OCI error., errDetails=]
Local connections to the same Database using the same SSL configuration works.
2. There may also be errors in the Listener log, indicating a similar error with some additional entries:
1. Possible attempts to configure AWS (Amazon Web / Cloud Services) using:
2. Possible security scanning software such as DataDog Network Monitoring program.
