Connecting From Microsoft Windows to Remote MySQL Instance Causes Error: "2003 Can't connect to MySQL server on '...' (10048)"

Information in this document applies to any platform.
When connecting to a remote MySQL instance with the application or client running on Microsoft Windows, the following error occurs:
where the ... will show the hostname or IP address you are connecting to.
The issue is most likely to occur if you have several concurrent connections.
The issue may start after changing how many concurrent connections the application or client makes to MySQL and other remote hosts.
