Datapatch or DPLOAD.SQL Fails With Errors: SP2-0676 SP2-0552 and SP2-0310

Symptoms

You have just installed Data Pump Merge Patch 27347123.

During the post installation steps you are attempting to perform the datapatch step  and get the following errors:

Error at line 112: SP2-0676: Bind variable length cannot exceed 8191 characters
Error at line 114: SP2-0676: Bind variable length cannot exceed 8191 characters
Error at line 116: SP2-0676: Bind variable length cannot exceed 8191 characters
Error at line 118: SP2-0676: Bind variable length cannot exceed 8191 characters
Error at line 269: SP2-0552: Bind variable "LOGFILE" not declared.
Error at line 274: SP2-0552: Bind variable "SCRIPTFILE" not declared.
Error at line 277: SP2-0552: Bind variable "LOGFILE" not declared.
Error at line 286: SP2-0310: unable to open file "/.sql"

You then attempt to reload Data Pump running the DPLOAD script, and it too fails with errors:

SQL> VARIABLE rdbmsAdminDir VARCHAR2(32767);
SP2-0676: Bind variable length cannot exceed 8191 characters
SQL> VARIABLE rdbmsLogDir VARCHAR2(32767);
SP2-0676: Bind variable length cannot exceed 8191 characters
SQL> VARIABLE scriptFile VARCHAR2(32767);
SP2-0676: Bind variable length cannot exceed 8191 characters
SQL> VARIABLE logFile VARCHAR2(32767);
SP2-0676: Bind variable length cannot exceed 8191 characters
