Netca,Netmanager startup failed after install 32-bit client.(Installed pre versions)
How to reproduce the problem:
1. Install Oracle client 64-bit Software on Windows
2. Install Oracle Clinets 32-bit (install type is administrator)
on same machin other ORACLE_HOME.
3. try to startup netca from Oracle client 64-bit
- All programs
  -> OracleClient64_home1(Oracle client 64-bit
    -> Configration and Migration tools
      -> netca
      -> Netmanager
