Step 5 of Mammoth Upgrade Failes with "ERROR: Step 5 failed" Because the Cloudera Manager Server Fails to Start

Symptoms
Step 5 of Mammoth Upgrade i.e. "Installing Hadoop Parcel and Upgrading CDH Cluster", fails with no other messages than:
ERROR: Cannot continue with operation
Note the example here uses an upgrade from BDA V4.7/CDH 5.9.0 to BDA V4.9/CDH 5.11.1. But the same applies to any release.
Additional symptoms include:
1. All Cloudera Manager (CM) agents are running on all nodes.
2. But the Cloudera Manager server is not running on the node with CM role, Node 3 by default.
3. It is not possible to start the CM server. Instead starting the server fails with:
Both of these are key identifying factors for the problem.
5. Checking for files under /usr/share/cmf shows that CM jar and CM binary files are present from the release being upgraded to and the release being upgraded from. The files from the pre-upgrade release should not be present.
