opatch apply Command Result Messages 'After skipping patches with missing components, there are no patches to apply' (Doc ID 2392542.1)

In a new installation of Grid Infrastructure under Oracle Linux 7.4 or RedHat Enterprise Linux 7.4, patch 26247490 required to be applied, before running, for supporting ACFS as per note 1369107.1
