LOG_ARCHIVE_DEST_STATE_N is Changed DEFER to ENABLE DURING Failover on Data Guard

Information in this document applies to any platform.
Even if log_archive_dest_state_n is set as "DEFER", it is changed to "ENABLE" during failover on Standby Database of Data Guard.
Due to this behavior, log transportation is started after open new Primary Database and log transportation fails if target Standby Database is not mounted.
log_archive_dest_state_n=defer is set on Standby Database, and failover is started.
