sys_context('USERENV','CURRENT_SQL') Returns No Value When Used In A Trigger

Using sys_context('USERENV','CURRENT_SQL') in a trigger will not generate a value.
sys_context('USERENV','CURRENT_SQL') will return no value when not used in the function used as handler module for the FGA policy. (i.e. trigger, procedure, function, package)
